Bissen announced a 2024 proposal aimed at phasing out approximately 7,000 apartment-zoned vacation rentals; the final ordinance passed 5–3 in December 2025 with a three-to-five-year phaseout.
Supports: willingness to take decisive action on housing. Risk: the initial scale and rhetoric preceded reliable public evidence of how many owners would produce attainable resident housing. The final phase-in reduced abruptness but did not solve the conversion-rate uncertainty.

The concept was unusually measurable. Aggregate dollars and unit totals are not substitutes for the promised aging report. Without a public baseline and current median review time, voters cannot tell whether the administration improved the process or mainly funded projects despite it.
